Understand and realize that only one specific population of American Citizens is written into the SBA’s authorizing law, the Small Business Act. The Small Business Act has instructed the Small Business Administration to provide “Special Consideration” to veterans in SBA programs and policies since 1974. Congressional Report Language from 1973 referred to the required Special Consideration for veterans as special preference, but let’s not quibble. We hope the SBA employees understand that the elimination of veteran-specific programs, policies, and contracts is not how one defines providing special consideration to America’s entrepreneurial veterans (see PL 93-237).
